Buy a semi-firm, drill motor mount bufing wheel and some red polishing compound. Use this to cut the clearcoat and chalky aluminum off. Clean with kerosene or denatured alcohol, and switch to a loose felt wheel with white polishing compound. Clean with denatured alcohol, and if the shine is at the right stage, seal the metal with a product caled zoop-seal, available at any street rod parts shop, also mail order from several custom car parts websites.
